Kiev is wealthy province... i would not look on is it a good ally or not - just grab it. Ally can have poor provinces, and need to be vassal. We should keep the wealthy ones. This is a way to domination. Opm vassal is better than bigger one - if we will gift them they will grow and bring us more profit than we would have from this province if we would keep it.

Relations is not enought. It is also something like "trust" of every country. You make it by helping them, joining they wars, destroying rebels etc. And if you got high trust, they help you also and alliance is unbreakable. Ofc if you occupy teritory what core they have, or fighting vs they friends destroy country trust. So if you want play really diplomacy style, look at this option and dont rush anywhere. I forgott about "infamy" what have big deal in diplomacy also. :P
To the sea battle above: YOU HAVE TO BIG FLEET. They are not effective in such crowd. And you loose by friendly fire. :P Something like Korea fleet in number of 13 boats kick ass of japan fleet in number about 400 ships. Source: http://en.wikipedia.org/wiki/Battle_of_Myeongnyang .
