Given the fact, that Ulm is definetely the protagonist here, than Ferrara must be his double who aims to ruin his image. So that leads us to the assumption that Ferrara is the evil brother and Siena the good brother. Simple dramatic stuff
But Ferrara is now practically out of the game and we won't see him again.
