How do I stop new factories becoming automatically subsidized?

Under non-LF governments, I find that subsidies are not that bad of a problem when factories are first built. Sometimes new industries take a week or two to stabilize, and subsidies ensure that workers continue to fill the factory, even if one day its profitable and the next it isn't.
