I have huge problems with Jacobin rebels in my USA game, after I completely
defeat them do they soon come back. I also don't understand why they are so upset, I have passed many political reforms and am a democracy. Why are they still upset?

Or should I simply try to place a big army in every province so I no longer have to care about rebellions?

Look at high-militancy pops in your nation, and figure out why their militancy is going up. The usual reason is probably that they've been unemployed for quite a while, and hence are starving to death and angry about it.

It's pretty much been determined that the vast majority of the time Jacobins are capitalists revolting because their needs are too high to satisfy.

I'd recommend reducing how much capitalists need for goods, or look at different mods that do similar.

I cannot save you from rebel hell, but I can at least offer you a bit of advice that might make the game slightly less annoying. The rebels that you're facing are Jacobin because of a bad line in the rebel definitions file that is easily corrected if you're comfortable with modifying the files. If you're unsure about how or what you should do I suggest a quick perusal of the mod forum to find some information regarding the specifics.

Sounds great, eh? Well, the rotten part is that you're still going to see rebellions. If you make the changes that I previously alluded to those pops will simply align themselves with more reasonable factions. You'll still be fighting rebellions, just not against people demanding that you somehow provide something greater than universal suffrage (true democracy?)

RGO overpopulation/unemployment.

Any nationw ith immigration will get this until they turn communist and enact enough unemployment benefits to counteract the unemployment.

Militancy doesn't represent the likelyhood of million man + rebellions at all so you pretty much screwed until they patch it or if you disable rebels.

There is no way to prevent this as any nation in the Americas. In europe you can prevent it by them simply emigrating out of your country. Well known bug/flawed feature.

You can get very badly overpopulated in Europe, at least in 1.2. You also have the risk of not being a democracy at start and having your upper house get stuck as partially socialist and partially liberal and unable to pass reforms...

In my game in 1890, every GP except the US had a major rebellion (that was me as NGF, UK (which changed gov'ts), France (which also lost its gov't), Netherlands, Japan, Russia, Spain, Austria...).

If the UK ever passes a lot of healthcare reforms, it will get bad pretty fast as far as population goes; those overpopulated Indians have to go somewhere and its not unusual for almost all the world's RGOs to fill up fast.

Edit: If you want to know why it's happening, the only thing that causes rebellions is militancy in specific POPs. If 20% are at 10 mil and the rest at 0, you will have 2 mil overall but constant rebellions. Take a look at the rebellious POPs and see what is contributing to their militancy. Pray it's not reform desire.

What is causing those Jacobin rebellions in the USA?

What is the bad line? I couldn't find anything in the mod forum. And the only Mod that seems to fix rebels also seems the change everything else in the game to. Any know how what to change in the Rebels file?

I think it's stickied in bug reports. Might be tech support.

Bear in mind that fixing this will NOT eliminate the rebels at all. A pop with high mil will find some rebel type to be. They just wont' be Jacobins (which, if you have full voting rights, makes no sense)

By the way the OP had the right idea with army stacks; that is the best way to deal with these other than issuing reforms when rebellions are getting large (or getting militancy by gamey ways if you can't).

Another trick is to hit mobilize as soon as they rise up. Generally the mobilized stacks are much larger, and, while mostly disorganized, can crush the rebellions. This has the added bonus of giving you one stack per state so you don't have to move your armies all over (as much). Be aware it might cause other nations that border you to mobilize too, which, if they are in the midst of a rebellion, could help them. I realize that makes little logical sense, but that's how the game works.
