Ok, so lets get started with the air force, I found at vojska.net...
This is the Croatian Airforce OOB in 1991...
I did some reaschearch and I can tell you that the Air base in Zagreb should be size 10, Split 10-5 ( in Kašetla ) the one in Zadar ( Zemunik ) 5, and in Pula ( Pola ) 5, Dubrovnik 5 or 3, Osijek 5 or 3 (preferable 3 so that croatia doesent have that much air bases she wont fill with aircrafts anyway), Other smaller airfield not used for traffic, are the ones in Brač, Hvar, Korčula, Krk (these first one are on islands), Varaždin, Slavonski Brod, Lučko and Rovinj,Lučko other very small heliodroms and airfields, are in Lastovo, rab, Pag, Dugi Otok, Lošinj (these first one are on islands), Sinj, Ploče...

These are very strong fighters at the time, with dual barrels...
2.) 27th Transport Aircraft Squadron (27. Eskadrila Transportnih Zrakoplova)
An-2, ( Normal Transports, range 2000 km, maximum speed 530 km/h) these three are the same model...
An-32 ( Normal Transports, range 2000 km, maximum speed 530 km/h)
An-70 ( Normal Transports, range 2000 km, maximum speed 530 km/h)

Croatia
Croatia was divided into six OZ (Operational zones) in june, 1991, and led from the HQ in Zagreb.
1. OZ "Osijek"
2. OZ "Bjelovar"
3. OZ "Zagreb"
4. OZ "Karlovac"
5. OZ "Rijeka"
6. OZ "Split"
In june, there were four conventional brigades that were manned by proffesional solidiers:
1. ZNG "Tigrovi" | Regular INF
2. ZNG "Grom" | Regular INF
3. ZNG "Kune" | Regular INF
4. ZNG | Regular INF
And by june, the croatian army (HV) absorbed the local defence units composed by reserves, conscripts and volontueers and that became eleven brigades:
100, 101, 105-110 & 112-115. | Militia or garrisons
There were also numerous other smaller units, like:
- Infantry battalions
- AA battalions
- Art battalions
- MP battalions
