Yes.

Shall we say that (4x 80mm) is 1 costal fort? (give me answer) And then if there are more in the same province you add 1 costal fort for every (4x 80mm).
Use google maps for locating the area/province on our game map.

EDIT: I forgot to say that those are coastal forts located in Yugoslavia.

Yes 4x80mm = 1 CF, but we can round the numbers too. So when there is 3x70mm or even only 2x70mm we can say its also 1 CF.
