Question on title.

Last time I checked, I have 35% literacy as Sokoto (have at least 2% of Clergy on every region) but the CON is still dropping. I have Order as my country's value which reduces CON by 0.01. I have Free Press. I research all the way up to Nationalism & Imperialism so my Plurality is good. I'm also civilised.

Did I missed something?
 
Engage in a massive brutal war with many many deaths. War exhaustion makes CON go crazy. In fact, it may be beneficial to plunge an order based nation into war early on - as strange as it sounds...
 
I thought high amounts of clergy reduced CON.
