I'm playing as the USA the year is 1890 and nearly all the islands in the pacific are unoccupyed I have Hawaii but I want to get the nabering midway islands aswell as guam island,wake island and any others that arent claimed/occupyed by other nations I sent solders on the islands knowing that it would speed up the time for me to take the land but it dident work is thire something im missing if anyone can help would appreciate it

I know that but it's telling me that all national focuses are already used is thire a way to get more or is thire allready a serten amount that is given to you at the start of a game
There's a path of culture techs that increase max NF's (but you need 1 million primary culture POPs per NF as well).
You can also move your NF's at any time. Use the NF mapmode (the rightmost mapmode icon, IIRC) to see where they are, select the green state(s), and choose Remove Focus. Then you can reuse your NF wherever you want.
