depends on your situation

for example, as rus: rush the culture techs you need at a 30% discount, then go traditional. The 2% loss for confusion is less than the 5% loss for the wrong school.
Same with uk... you're not likely to research a huge amount of commerce/navy early on, so scrap it.

Well I guess it's a necessary step if you want to change "research schools". You can't jump from "military-industrial complex" to "navy and merchant marine" (for example) you need to first go back to Traditionnal Academia

What determines which 'schools' are available after you restore the acedemia?
