Why not have a small and unstable country?
To be honest, having the general Russia region as one big country (that may or may not break-up) is boring, it would IMO be better if there were a myriad of states in that region instead.

Well 'A Tribute to the best Republic in the World' will just colonize the area between. Maybe make the border provinces, on the Tributian side, a satellite nation of 'A Tribute to the best Republic in the World', and all three nations involved have 200 relations and are allied?
That would probably work, and it would be hilarious if the satellite is as thin and long as possible.

Note on Novaya Russia: Actually, Southern Russia (Think Stalingrad) would be ideal, but the Moscow area would be good too. If neither are available, pick a place in Russia and give them a fair amount of land.
