It's nothing like that it's just weird. Why should I have literally hundreds of thousands of Europeans migrating into the centre of Africa (especially when my Cape possessions are poorly populated) while California and it's great climate and abundance of natural resources lays completely empty. It's not even a case of distance from the homeland because British Columbia and Washington populate just fine.
