I just formed the South German Confederaiton... but something weird has happened, I'm still austria and the german minos have merged into the SGC... what??

That's what it's supposed to do. The southern German minors are now merged into a single entity as Austria's satellite.

I think you should be able to do this, but all non german pops gain militancy to compensate. Obviously assimilation would have to make sense to stop SLovakia having 70% South germans and make the increased MIL count for anything
