To help me with my Of Burgundy & other changes mod, I developed four quick-and-dirty tools to handle some of the drudge work involved:
"Province Ownership", a drag-and-drop tool to change the ownership, controller, cores and colonial tags in history/provinces files:
"POPAdjuster", to quickly change the size, culture and religion of multiple populations:
"TranslationCopier", to help keep the different languages in sync, and also to generate "dev" province names with the IDs shown in the names:
"MapChecker", to validate some common errors when editing provinces and states:
They are a little "raw", and I made them mostly for myself, but they work fine as far as I've used them. I highly recommend making regular backups of your work though... (but then any serious mod project should be using an SVN directory anyway)
There are read-me files included in the download with basic explanations. Good luck!
