Chapter I: "Ceterum censeo Modena esse delendam"
(Furthermore, I think Modena must be destroyed)
With these words the Pope adressed his people on January 1st 1836. Modena is the Vaticans weakest neighbour with no protector at all. As time is of the essence, it shan't be wasted.
Two things happen on this day:
1. Research of "strategic mobility" (we expect wars and a lot of them)
2. Immediately the entire Papal army marched towards the border of Modena. Our army dwarfes that of Modena. Once assembled the holy warriors invade.
Strategy: We have two units (one 9.000, one 3.000 strong). Both armies attack from different provinces. Once the enemy army (3.000) is beaten. The smaller unit stays in the first province while the bigger unit follows the retreating enemy to Massa. Thus I have both enemy provinces occupied and each new unit he pops out will be destroyed immediately.
Several months later Modena is pistolwhipped and whiped out of the history books. My infamy through the roof, but still below 25 (the bad boy-war limit).

It's 1840 now. The budget is stable, our first tech almost complete. No militancy, yet few production. I changed the government from the reactionary to the conservative party (economic reasons). I will have to stay under the radar for a while in order to avoid the attention of my powerful neighbours. Short-term I will try to build up my nation and keep an eye on opportunities for conquest.
