Nope. The game generates the name of a general by randomly selecting one entry in each of two lists. Ford is a pretty common Yankee surname, while Henry is a common given name - Henry Ford occurs in about a third of my games (did a quick search through my old saves).
Well there have been stranger things. For instance, there was a game where the opposing French General was Phillipe Petain.
Upside-down Hungary and Ruthenia, which I've only recently discovered exists in-game. It has a very nice colour, though.

look at the list of nations, NGF is there above spain

You are right, it`s in the list.This happens in vanilla since cores aren`t removed.
Play Pop mod, after unification most of the cores are removed.No more Prussia, Bavaria or Hannover trying to break away.
