New Nations Mod
The basic idea of this thread, as the name suggests, is to compile the many nations that existed, almost existed or could exist in the Victoria 2 timeframe, but were not added to the base game. I named this a mod, but probably it'll be incorporated in some sort of larger project (like VIP2), or incorporate itself other modifications, such as new cultures and/or culture-groups.

We've finally achieved more than 50 new nations to make your Vicky2 game more interesting, from South America to Siberia, from Australia to Wales.
But new nations do not appear only from new tags - to interpret again the old nations, when they become greater powers, is also an objective of this mod. This way, I started to add Irredentist decisions for many countries that, even if did not achieved Great Power status in real history, could have done so, and deserve special attention for these Alternate History outcomings.

It also adds new names for some existing nations, when they suffer government change (such as Papal States -> Roman Republic, Ottoman Empire -> Turkey and some others)...
As well as the following "irredentist" events:
-"Provincia Cisplatina" and "Natural Borders" decisions for Brazil, once it achieves Great Power status and research the proper technologies, giving to it cores in Uruguay ("Cisplatina") and the argentinean Mesopotamia (the Paraná river is Brazil's "Natural Border", after all), respectively.
-"Banda Oriental" and "Our Brothers, the Gauchos" decisions for Argentina, in similar situation. It gives, however, cores for Argentina in Uruguay (the rebel province of "Banda Oriental" del Uruguay) and in Rio Grande do Sul (They're as Gauchos as the platineans, after all), respectively.
-For Colombia, Venezuela and Ecuador, the Great Power status brings the possibilty of reuniting with its neighbours - they have two options, though: "Gran Colombia, by sword" (giving cores in its neighbours) and "Gran Colombia, by pen", (annexing your North Andean satelites).
Most of these decisions are ahistorical, I agree, but expansionism and power walk together, specially in the XIX century. The Pacific Coast never saw an American, and hardly did Dalmatia to an Italian, but this never stoped these countries of claiming such lands as their "natural rights". If Colombia, Brazil or Argentina were as powerful, or at least respected, they would have certainly have made their own claims.
And an event chain about the Peru-Bolivian Confederation: the game begins with a federation formed by three countries (Peru, South Peru and Bolivia), and there are many possible outcomes, some historical (the confederation is dismantled by Chileans, Argentineans and Peruvians), some ahistorical (The confederation survives and becomes a single nation; or it survives, but without some of its constituent states).
On the oposite side, there's a little event that turns the United Kingdom into England if it loses both Scotland and Ireland - a United Kingdom need to be United, after all.
Finally, the initial configuration of 1836 is changed: there are the Farroupilha War, the conquest of Circassia and Dagestan by Russia, Tunisia as an Ottoman satelite and many more historical changes.

To sort of the "priorities" of such nations, I created some levels of "plausibility", all based in nations that were actually added in Vicky2 (as far as we can tell from the flags).
Group 1: states that existed in the beggining of the game and/or revolted in its timeframe, and existed for at least 2 years.
Examples in game: Texas, CSA;
Examples that are not in game: Riograndense Republic, Tannu Tuva;
Group 2: states that existed/revolted, at maximum, 20 years before the game start, or states that revolted inside the timeframe, but without success (by success I mean "to exist for more than 2 years"). “Generalized” states will be use instead of smaller states, when possible.
Examples in game: California Republic;
Examples that are not in game: Confederação do Equador, Gran Columbia;
Group 3: states with enough cultural, geographical and economic strenghts that, given different situations in this timeframe, could have revolted, instead of others. For example, communist revolutions, civil wars and continental imperialism could result in regions with human potential to revolt.
Examples in game: New England (if socialist revolutions happen in the US, maybe?)
Exampes outside game: Rhineland, São Paulo, Kurdistan, Nigeria;
Group 4: strategical "artificial" states, based in geographical characteristics rather than plausibility to work "by themselves". Those states would emerge from particulary bloody civil wars or due to peace treaties. For example, in the "hyper-expansionist Brazil" AAR, it's possible than the UK would force Brazil to release an (in other conditions) implausible Amazonia state, just to break up the country in smaller puppets. Other examples are Alsace-Lorraine, Bosforus, Silesia, Siberia and Galicia. State-by-state Balkanization is not included here.
post-1700 pack: states that would need an older PoD (but after 1700) to make sense. Examples: Louisiana, Florida.
Small States pack: the american states, the african post-colonialist nations, the filibuster republics in Mexico, etc.
