Chapter XVIII: Preparing for War
Having decided to fight the Chinese horde there is a lot of work to be done before we can go on the offensive and be assured of victory. Essential to my success against the Chinese is being well ahead in Technologies. So I research the Military Staff System: higher org and cavalry, Strategic Mobility: better defence and enabling me to dig-in and Command principle: better tactics.
Even before being able to build cavalry the army is expanded quickly. Having just 25 brigades we first expand with 22 of artillery and infantry, then 18 more, artillery and cavalry. This is still not enough so a further fifteen brigades of infantry are constructed until I have a total of 80 brigades: a 240.000 men strong army.
If necessary I will be able to rally the farmers, labourers and factory workers and mobilize an additional force of 87 brigades; untrained recruits. The Japanese general staff is confident however they don't need this force and will defeat the Chinese with the might Japanese army. To complete this army some attention is paid to the navy as well. A few more warships and transports. The first to hold the Chinese navy at bay and make sure they don't invade Japan, the second to ship any fresh recruits across to Korea if the need to do so arises.
The plan of operations is simple. I will gather seven strong armies on the border and in the hinterland, composed of a mixture of infantry, artillery and cavalry and led by the best generals they will outfight all the Chinese can throw at them. The first three armies on the border will smash the border guards, possibly defeating anything the Chinese will send to reinforce them. While they catch a breath and subdue the first provinces the four armies behind move to the front and continue the offensive. A special army of four cavalry divisions is earmarked to make a lightning strike for Beijing. If needed, there are some reserves in Japan as well.
Now, I would like some predictions of the comming war.

A cliffhanger indeed! Seems like your budget is still pretty beefy even after such massive military expansion. Be careful, as brigades' maintenance doubles when on campaign and if your post about your industrial situation is any indication, you are not producing many war supplies domestically.

I loved the rebellion. I can now really see revolutions succeeding. It also makes me worried about what will happen if there is a widespread revolt in India.
Your preperations for war look very sound. Do you know how great your tech lead is?
If your worried then just hold the line in Korea whilst using your fleet to occupy all of China's great cities.

I predict a few great battles on the border. After these first victories, the Imperial Army will advance swiftly to Manchuria. However, at the brink of defeat, China will mobilise and endless hordes of gun-toting peasants will force the better-equiped but smaller Japanese force to a standstill.

ATTACK!!! ATTACK!!! Wow godspeed against China! Although, are you sure you don't want to wait another few years? It's quite early and I would imagine your tech lead could be much better in a few years.
Oh man. What's your wargoal? How's your BB situation? Do you really think you can pull this off? ... I heartily applause your sheer audacity.![]()

Prediction: You start the war and gain alot of ground before the front becomes too big for your army and it stalls.
Is there army supplies in Vic2?

Sail into the Bay of Behai (or whatever), unload half your force near Beijing, and march there. Just to see if the old "occupy capital, wait", method of defeating big nations still works.
I noticed there is a 5 year gap between the uprisings and raising your armies. If the wargoal system is anything like EU3 you will lose that CB after a few months abd it may also not be visible until the next month after you gained it, this sometimes happens to me in EU3. You have to move quickly with these types of CB's. If it didn't show at all, then that is a pretty silly bug if it made it to the final version.
