You get the code when the game is released.
I don't think the strategy guide is availible yet, although the manual and tech guide is.

I am sure that when it is finished, we will be told about it.
I'll be very disapointed if the strategy guide does not have a detailed analysis of how to turn Krakow into a superpower.
