Nope, KoM pointed out that if we didn't want them enforced we could just say so in the treaty.
No. The poll result was narrowly in favour of continuing to enforce treaties. Besides, as Frosty says, you can opt out. Indeed I think there are several NAPs and DAs at the moment that have not been formally signed in the AAR thread and thus exist, as it were, only in the heads of the signatories. Which is not to say that they are worthless, of course. I believe your own NAP with Persia falls into this category, for example.
