You can download the cold war mod and choose what to install.
For what you want take only the minister, leader and tech team files for the U nations plus
Flags shields and counters for the U nations
the events file revolters_deaths.txt
patch the names of the countries from world_names.csv into your file and make sure they are not defined in any other csv file.
then add a reference to revolters_deaths.txt in your events.txt file
Finally add my entries for the U countries from my revolt.txt file into yours. Remove any references to provinces 1623 and 1899, because they are from map modding. Make the province list for U23 and U69 match those in vanilla for CMB and LAO respectively.
