#All in all the aircraft techs progressively increase aircraft munition delivery to ground & air targets, making air power super deadly in the XXI century. At the same time increased build costs realistically reproduce current prohibitive airpower cost, drastically lowering the amount of available aircraft - which is also very realistic.
Mig-23 original unit cost: US$3.6 million/$6.6 million, # built: 5,047
F-22 original unit cost: US$159.9 million, # built: 187

IMPORTANT:
#This will slghtly clash with the current escort fighter brigade tree. Decoy EW (Minature Air Launched Decoys) should be upgradable to all aircraft incuding multi_role jets, not only bomber aircraft. I do however agree that SEAD aircraft etc make sense, however tail guns in 1990s are completely obsolete. Therefore, for escort fighter techs I suggest:
