Incapable ruler?

I got this modifier with a ruler who had Adm 7, Dip 2, Mil 4, playing as Ethiopia still in Tribal government. I got three of them, one saying my ruler is incapable of handling the administration, another the diplomatic and another the military, all with terrible negatives. For the latter two I thought it was reasonable, but Adm 7 and still incapable? Also it wasn't there from the beginning, just popped up randomly. I then got another ruler with Adm 7, Dip 9, Mil 5. I lost two of the modifiers, but still had incapable of handling military. I checked the save file and I can't find any modifier there. I am just trying to understand what triggers this and why I am being punished!

It's the same in vanilla (I think), tribal gov't's have terrible penalty's.

i played with golden horde and i had the tribal succesion crisis,pretender rebels are everywhere and revolt risk 10+

Yes it happens often, in my Ethiopia game the leader died a year after I got the event. Now when I start as badly formatted 3rd world country I change government type then use the stability cheat. It sorts things out although you end up much stronger than your rivals.
