no, isnt. generals.dk uses mostly Kanji, this person has a wiki page http://ja.wikipedia.org/wiki/平林盛人 which mentions him as mayor of Matsumoto in 1944/45 and this blog http://www.mhl.janis.or.jp/~k-ikeda/nissi-0912.htm as well (appr. middle of page).
Hmm... Wiki page also confirms the name of ひらばやし もりと. Hiragana spell is more important when it comes to pronouncing the Kanji, since it is not unusual to read a letter in two or three ways. 生 is one good extreme case - 150+ ways to read! (banging head against the wall)

Found more information on Mori Shigeki and Ishida Morihide.
On 荻洲立兵 I found two conflicting name. One source says おぎす りゅうへい, Ogisu Ryuhei, but in the other source it's おぎす りっぺい, Ogisu Rippei. Personally, I'd bet on Ogisu Ryuhei.
