Could you convert/make it for DH?

sorry this would take too long as all IDs differ from all other HoI games in DH (or at least most of it). it would be easier to convert it into HoI3.
i think you can use parts of its with the TRP mod, as it keeps the old ID/CSV system.

Well, I started reviewing the FRA ministers CSV this week-end and, well, I think a complete overhaul is needed: a few fake or long died ministers need to be removed, some traits of existing ministers need to be changed and about one or two dozen historical ones (mainly postwar up to 1960-62, but no FA or NS who fit better in the Vichy CSV); the Stalinists are left without changes for now, because they could be used if Soviet Union liberates France...

Btw I realized that some civilians holding the HoMI office were also historically MoS at the same time, so why not? but a few others are unrelated with either the MoS office or the Military; historically, Rivet is the HoMI from 1936 to 1944 (with Gauché under his command from 1937 to 1942) including under the Vichy governement; for Free France Dewavrin (from 1940 up to 1946) & Soustelle (1944) hold the post, then for liberated France the historical HoMI are: Ribière, Boursicot & Grossin.

When done, I'll post a text file with comments so we can review together the changes which could be done without compromising your CSV compatibility with most mods.

HOI2 mod's history (lol): unique Soviet TTs from Road to Victory (Eisenstein & Ehrenburg, like Riefenstahl for GER & Maurice Schumann for free France were propaganda TTs since such techs were in the research tree, Commando/Special Ops too hence Skorzeny & von Hippel)

as for culture, Riefenstahl etc: i dobnt have the tech tree for that and even if i would not have the components, and even if ( ) i had those i would be way too lazy to search all these people.
Riefenstahl could be part on event: exodus of brain and culture in NS germany (the Mann bros. Lion Feuchtwanger - i'm a big fan of his novels, read almost everything of it). and the build up of the NS entertainment industry with Riefenstahl, Heinrich George and Heinz Rühmann and all these people.

as for HoMI: there are also diplomats or journalists sometimes with the influence nation trait, iirc.

For info Leni Riefenstahl TT was activated by the final event of the Berlin Olympics chain. But I like your idea of the exodus of german artists and scientists, I remember, for example, that Fernando Torres has done a "Marlen Dietrich becomes an american citizen" event for his WIF2 mod!

Actually, in RTV, new TTs could be added each year with three possible choices: 1) take the best (get a level 10 TT), 2) select which one to take, which chained to another event with three possible TTs (level 5-6) to choose from with a few boni added (production cost & time or research or blueprints or free units, etc...) & 3) take all available (get three TTs with level 6-8). Also some events were available to merge two or three existing TTs to get one with a higher level (9-10) and one more specialty added (usually industrial TTs such as Krupp Rheinmetall or aircraft research TTs such as Junkers Heinkel). Of course, this was before AoD and its possibilities to increase the Tt's level or adding speciality field by event!

Funny, I was just doing some research on the subject; what I found so far is that the French naval intelligence service was very small in comparison to the US or UK...
No admiral in charge for sure and that service was under colonel Rivet too...more research is needed to find one or two possible candidates.

EDIT: French governements in 1940: Vichy (yours, now much better!), Free France on its creation (Civilian Cabinet by default, need to be changed; yes, admiral Muselier as CoAF until Valin arrives in 1941!) and De Gaulle's Free France (work in progess; Foreign minister should be Maurice Dejean with René Pleven as Minister of Armament and André Diethelm as Minister of Security)
