    The World in 1836.

    For over seven centuries kings and people have battled, building ever more impressive empire. As their power keeps gowing and technological progress make the world smaller, power-mad despots and glorious generals are finally getting their first glimpse of the supreme power : a world united under a single flag, but which one ?

    This is the continuation of our grand campaign, on Fridays EST 21:00-1:00 AM.

    Provisionnal rules

    ripped from There Will Be War


    General Rules
    • The game will continue if at least two players are present and one of them can host. Exceptions may be made for Christmas weekends and such; these will be agreed to beforehand in the forums.
    • Most important rule: No flaming, OOC insults, or general asshattery.
    • No swearing, either in game chat, TeamSpeak, or forum posts. This rule is enforced with pedantic, zero-tolerance attention to detail.
    • Treaties of non-aggression, alliance, etc, are only enforced by the honour of the players. However, where an exchange is agreed to that would, in reality, be instantaneous, but which requires more than one step due to game mechanics, it must be honoured. For example, "Sell me province X and I will sell you province Y".
    • No exploiting lag.
    • You may declare war upon anyone at any time unless previously forbidden by the GM (this should only be the case in the event of a country shifting players, being reconstructed from AI errors, etc.).
    • It is forbidden to attack a player who is currently AI. If attacked, you should not take more than five provinces in the peace treaty. A player who has been away for three consecutive weeks is fair game, however. Enforcement of the "five provinces" bit becomes progressively weaker as the player's absences increase, even if the three consecutive weeks clause is never invoked.

    Guidelines for peace

    These are guidelines and not hard rules; they are offered as suggestions to make the game pleasant.
    • It is suggested that peace negotiations should be done in chat, rather than by the ingame diplomacy methods. A nation which is losing a war may initiate peace talks by asking what their foes are demanding, eg "Ok, ok, what are your terms?" or alternatively one may inquire if an opponent is ready to negotiate: "Do you want to talk yet?" In either case a response is strongly suggested; it is very rude not to respond to a request for negotiations, particularly if an enemy is asking for terms.

    House rules

    All rules will be enforced by the iron hand of the GM. Sanctions available to the GM include, but are not limited to: verbal warnings, editing out the results of forbidden actions, editing in WE, nationalism, or MIL for the offender's POPs, and outright bans from the game. We got to 1836 without any of this, let's go for another 100 years.

    The most important rule is to be polite, gentle of speech, and positively courteous at all times. Even when you are slipping the dagger into unmentionable places, or someone is doing the same to you. In particular, do not swear at people. This applies both to the game and the forum thread. Calling someone an 'inveterate backstabber' is allowed, however, especially if done in-character in an AAR. Also do not taunt others for misfortune; it will come back to haunt you, and anyway it's no fun.

    Game balance, playability, and edits.

    The current GM, host and master editor is Blackmist.
    • To avoid the tariff bug, players may put money "in the bank" at the beginning of each session. (That is, by requesting it in the forums some time before the session.) For example, if I have 1 million pounds and no intention of spending that much this session, I will put 900k in the bank and start the session with 100k and, since I'm avoiding the tariff bug, an actual profit. If I go into debt due to unforeseen circumstances, the editor will make an effort to estimate the losses due to interest and cancel them. This calculation will not be exact. Money in the bank can be taken out at every rehost by making requests in TeamSpeak; if this proves impractical it will be changed to the start of every session.
    • Mobilisation increases will be limited (by edit) to 2 divisions per click.
    • Army and navy maintenance must be kept at 50% after 1850, and 100% after 1860. Divisions must be kept at the maximum size allowed by maintenance, to the extent that manpower allows; exceptions are made for divisions close to a fighting front, which may have tactical reasons for not reinforcing at that moment.
    • No colonial wars, except against uncivs.
    • No tech trading.
    • Laissez-faire states may not exploit the ledger bug to expand their factories.
    • Events and leaders will both be random.
    • Wars must be declared in public chat *before* the button is pushed. This must be done in the form "X is declaring war on Y", to avoid misunderstandings. Only the player who will push the button needs to give warning; allies may join or not, but warnings are not required of them.
    • Your army must always be at least 90% regular (not native or colonial) divisions; 50% must be a state culture. The first rule, obviously, does not apply to uncivs.
    • You must always have enough soldier POPs of each culture to support all your divisions of that culture.
    • If claims that allow a colony to be formed are taken in a war, the colony cannot be claimed until the current war is complete.
    • You may not sell land nor create vassals during a war.
    • In the event of a player bankruptcy, the player's mobilisation pool will be set to zero, and half of his army and navy will be disbanded. Additionally his interest rate will increase by 15%.
    • You may not pause to deploy units. Use 'deploy all', or accept the time penalty. You may not deploy to captured provinces.
    • If there is difficulty in assigning POPs to factories, or in splitting them, while the game is running, we will have a pause every three months - January, April, July, and September - for everyone to do these things.
    • Ships and resources may be sold by edit.
    • Provinces may be sold, but they may not go back and forth eg for purposes of expanding RGOs, promoting POPs, or similar.
    • Loans may be repaid by edit, in fact this is likely the most practical method.
    • No repeated mobilisation for the purpose of increasing manpower.

    Stacking limits
    • At most 20 divisions may occupy one province, except when attacking an enemy-held province or being attacked; in this case, up to 60 divisions may be used. (Assuming that they can reach the enemy province from different directions.) If an attack is successful, the number of divisions in the newly-occupied province must be reduced to 20 as soon as possible.
    • Only screenshots will be accepted as evidence of breaches of this rule.
    • Any time the rule is broken, the divisions breaking it will be deleted by edit; other sanctions may be imposed at the GM's discretion.
    • In the case of provinces near a fighting front, which can be assumed to have seen recent fighting, screenshots must show that the divisions' owner had been made aware of the breach, and had not begun moving the divisions after two weeks, for a breach to be found.

    Well, played the game until 1850 last night. It promises to be interesting. I did notice that Neth becomes a monster after a while.

    Also, Lumber is the hot, scarce commodity in the early game.

    With all human players I expect we should all be monsters after a while .

    Oh and the rules I think we should use can be found here http://forums.ederon.net/default.aspx?g=posts&t=1617 excluding the bottom reward stuff. Everyone should take a look and discuss if something is missing or they don't like etc.

    Also, how would you guys react to the suggestion of Scandinavia and Russia being made civilized if they aren't already?? Being so near the "Big 3", I think that would give them a better chance.

    They aren't civilized but for sure Scandinavia should be as Kuipy already has all the requirements needed in Victoria to be civilized except prestige.

    As I can't get people to do connection tests I would advise everyone to get Hamachi before Friday and get it set up. I am making an assumption that we are going to need it and if everyone has it before hand we wont lose an hour of gametime hopefully.

    Well I'm not asking for a free pass, as you say all I need is a little prestige (a matter of 3 years at full defense spending, or of a few colonies). I can live with that.

    Sorry for being a bit pushy about getting this up, but the longer we can discuss the transition, the better.

    I'll have to do some research about Hamachi and what it needs to be set up and how it runs.

    Here is a modified save that I think better reflects the ending position of EU map wise. It also has Russia and Scandanavia set to civilized. I think Russia needs this boost or they will be completely at the mercy of their neighbors and the tech levels in EU were close enough. This puts Scandanavia over the civ line as well if we use Russia as the standard so Kuipy gets a boost even if he was willing to suffer .

    Let me know if there are any objections to the changes or if there is something I missed that should be edited.

    As well I do know how to change country names without effecting the tag and as Yoshi has already asked to have his changed if anyone else does as well let me know and I will do them all at once and give the new worldnames file to everyone on Friday.

    I added the suggested rules up there, with minor editing relevant to our situation. Note that they are not definitive (some of them I quite dislike, to be frank). Also, as I already mentionned in private, I am stepping back at GM.

    This one may be game breaking for Byzantium, but I'm not sure. I have relatively few Greek provinces, and forcing them to make up half of my army may force me to keep a very small army.

    No colonial wars, except against uncivs.
    Why?

    I like the bank idea, although I do not undstand this "tariff bug". Could somone explain it?

    The rest looks pretty good, at least AFAI can tell.

    Yoshi, dont you have any other accepted cultures. Maybe Turkish or Arab. Those are considered state cultures too.

    Only Persian and Magreb Arabic in EU3. That will make up about one third of my provinces, or so I'll guess. I don't actually know where Magreb Arabic is......
