Issues Facing the Administration

1. Formation of a Government (immediate)
The Administration has to decide on the best political course to proceed. President Chernov has the backing of his Social Revolutionary Party and the Mensheviks which will allow him to govern with relative ease. Still, a compromise with the liberal Constitutional Democrats would broaden the support for the government at a time of crisis while an alliance with the radical socialists would greatly expedite the implementation of radical socialist reforms.

2. Administrative Reform (urgent)
The Government has very little control over areas of the country outside of Moscow and St. Petersburg and decisions of the Government often either can’t be implemented or are ignored. The Government can grant official recognition to Workers’ and Soldiers’ Soviets giving them the power of implementing Government decisions at the local level, but the Soviets are not democratically chosen and are not directly accountable to anyone, and have been a hotbed of radical socialism since their establishment. It is also possible to re-institute the Zemstva system of local elected councils and delegate authority for implementing Government decisions to them, but the socialists argue that elections can easily be swayed by money and lies, giving an undeserved edge to the local elites who are mostly conservative. Finally, the Government can begin to hire and train professional bureaucrats both in the Capital and elsewhere and begin to put a professional bureaucracy in place that will in the future quickly and efficiently implement Government decisions but will take some time to set up.

3. Location of the Capital (noncritical)
The previous Government never officially changed the Russian Capital from St. Petersburg even as it governed from Moscow. Keeping the Capital in Moscow, even without an official change, will solidify the status of the city as the Capital of Russia, while moving the Government back to St. Petersburg will make it clear that it remains the official Capital of Russia.

About historical course, I'd go NS (National Populist in KR). Better a strong autocracy than a lame democracy, I allways say. For claims I suggest standard USSR claims WITHOUT Finland (But Finland as a puppet)

Mortal enemies:The despicable DOGS of GERMANY, AUSTRIA and JAPAN. Death! Death! Death!

Potential allies and targets: the American Union State (we should aid our brethren in their conflict) could be used to extend our influence to North-America, while mongolia would be a usefull puppet. The Ottoman Empire is weak and should be taken out before they become friends again with Germany, it could be a great puppet

But goal 1, before all things: Take back our lands! Our lands!

TRP, you might also want to check the previous page, especially the last few paragraph of Catherine's biography. I went with a democratic Russia, so unfortunately no Autocracy for you. Feel free to try to steer the country into a rightist nationalist direction though, and of course if democracy proves to be too chaotic there are events for a military takeover down the road!

So for now, I am sure KM would like to hear your opinions on the three issues at the top of the page.

Some advice;
formation of government; we need a strong democratic coalition. Try to build on all pro- democracy groups and leave the dictatorship crazies outside.
administrative reform; a new bureacracy is needed. Russia need a centralized system.
Capital; Petrograd is the capital of Russia.

KaiserMuffin, I need the Administration's decision by the end of day today so I can play the next 5 months of the AAR, get some more screenshots up and get more people interested in this, so you have about 12 hours from now to make up your mind.

formation of government: we need a strong autocracy, that shall remind us of the glorious pre-1914 autocratic days! I also want Sovjet claims.
capital: Moscow. when Europe's safe, you can change to St. Petersburg, as before that the risk of an amphibious landing might be too big.
administrative reform: MOAR power to your fellow councilmen! :D
 
And hired! rule_them_all and yourworstnightmare can settle it between themselves who wants to be in charge of the navy and who wants to be in charge of the air force.

All positions are filled for now. If anyone drops out we will add another person. Also, more positions will open up as we get into wars since we will need to put people in charge of different military operations. If anyone wants to be a generic "Adviser to the President" without a specific portfolio we can do that too.

I am keeping track of everyone's suggestions and will wait for KM to make his final suggestions before playing the next few months.

The administration has had differing points of view on the subject of the various topics presented. However the Chief of the Presidential Administration has read the reports of the officers

Topic 1: The formation of the Government - Immediate Priority.

The Council recommends that President Chernov speaks to Pavel Milyukov. Coalition Politics are needed to broaden support through society for what is currently seen as a left-wing and potentially undesirable government. Bringing in the Liberals should add some conciliatory support to our government from both the Landowners, the Man on the Street and the Military.

Topic 2: Reform of the National Administration - Important.

The Council is nearly unanimous on this point. The Soviets, as noted, are not directly responsible to anyone and thus we cannot trust that they would wield power sensibly. The Zemstva system of Tsar Alexander and Milyutin is what caused the revolution and would perhaps be popular with the aristocracy - but it is severely anti-democratic. Thus the creation of a central bureacracy must be our choice.

Topic 3: Location of the Capital

The Council recommends Moscow both for the reason of dissociation from the Imperial-Western viewpoint, and also the simple expedient of defensive efficiency.

I agree that we must push for an alliance with the constitutional social democrats and liberals to widen our power in the Duma. I also agree that a centralised bureaucracy, possibly with a tangible but non-communist national control over our industrial resources is nessecary to rebuild our shattered nation.

On the matter of capitol, the Advisor states that Moscow is the best choice. The Tasarist Empire is dead, and a strong central capitol is needed to defend our democracy.

Long live the Federation! Russia is mother to us all!
