Please, don't forget looking at diplomacy. In Vanilla, it is rather dull as the cultural factor supercedes any other, and there is not much to do against it. So all Greeks love each other; on the other hand, as Carthage, it is very difficult to reach an alliance with Macedonia or any other state as every one slowly learns to hate me...
I think the one way to go is to increase the impact of dometic politics on foreign relations, after all the relations between Rome and Carthage were to a large extant determined by their balance between their respective political factions.
