You are quite right, you can't. So I do not understand your complaint: You are objecting to skilled players getting more IC? Of course skilled players are going to win, otherwise you might as well play Yahtzee! (The children's game with dice, not the Australian reviewer.)
As has been pointed out, there is no difference between a small power having 80 and a big one 160, and the numbers being 160 and 320, modulo the five-team threshold at least. Except that the amount of resources in the world is roughly balanced for the vanilla amount of IC.
Whatever the system you will always have some percentage amount of the total IC in the world, and if others increase faster than you - zero-sum or not - then that percentage goes down. There is no benefit to making it a percentage of a dynamic number, and there is the disadvantage of mismatching to resources.
We did zero-sum industry in going from CK to EU3, and again from EU3 to Vicky; I see no reason to stop now.
Tech teams are, in the current version of the converter, picked at random, 30 to a nation, from the list of vanilla teams with skill >= 5. However, as Varyar said, we will be running a draft for the final version.
