Prussia a bit tricky , it's really simple to have all the required provinces , you just need to have protestantism appear.

I guess that's because nobody came up with non-trivial solution. It seems like the only way is to get required provinces and wait for reformation event. So it's simply a matter of getting lucky with the event.

Since the current record for uniting Ireland is just conquering all of Ireland, would forming an Irish state as a minor count too?
That... is actually a reasonable thing to contemplate. It would make sense, considering that England isn't exactly, well, Irish.

No the current record is Ireland being form by England by intentionally losing a war to Scotland giving up all but 4 English lands. Shifting capitol to Meath and culture shifting to Irish.
I am on the fence on whether or not to add the Irish record by an Irish minor. Right now I'm leaning towards no because it would open up a whole slew of potentially ambiguous records. While it does make sense for an Irish minor to form Ireland, I find it equally valid for any other country to form Ireland. I do not want to discriminate countries when it comes to records. Think of it as a challenge...a really really hard challenge.
