I must have missed when the mod got moved to 1990. But I agree, use the post-independence flags since they can't be changed in-game.
I still think that Vojvodina and Kosovo shouldn't be independent, unless you're keeping them as YUG puppets for some ahistorical possibilities, if e.g. the human player is Vojvodina and tries an ahistorical route of independence?

Kosovo and Vojvodina will be puppets of Serbia who will be puppet of Yugoslavia who is a off-map country

Agreed. The autonomy they had existed only on paper at the time. There could be an event for the two provinces asking for more rights though.

I think that is best that if we can not putt people form positions in 1991-2000 that we putt people from present until new version of this game.For now it is much important that we finish game and later we will fix some ishuseses.
