But, i think that you actualy can cange flags.exsample ih HOI2 when you anexsed yugoslavia, you can make new country serbia or croatia with new flags.Or Vichy france or when you anex soviet union you can create russia with new flag.When croatia make indenpndence you can make event that croatia anex her self and make new flag.exsample Socialist federative republic Croatia anexsed by new nation republic of Croatia.

No, you can change "event flags" but not graphical flags. Event flags are a completely different thing, and are often used along with triggers.

Example there was Socialist Slovenia that was a part of SFRY, they had a another flag then today.
This is my idea: We jump over the socialist flags and use the flags when the countrys made indenpendence.
Example: Croatia will not have the socialist flag, it will have the flag of 1991.
Is that OK for everbody?

I have never played Kaiserreich but I know that you can't change the flag of a country via an event.
What an event flag is, it's that in an event you could add as a command:
command = { setflag = which = { germany_invades1 } } (or something)
and you can put it in a trigger later on. If the flag hasn't appeared, the event won't trigger, or it will trigger if it hasn't appeared, etc. But this kind of event flag has nothing to do with a normal, graphic flag.

it s very hard to find ministers and cheef of the armies
When you put industry in provinces, in serbia on south it must be small number of industry becuse that part of serbia is much porer than vojvodina or belgrade, or sumadia=central serbia
Macedonian army chief of staff, General Pande Petrovski also I think that he be on this position in 2004 because on that time Boris trajkovski was president and he die 2004 in Air exsidente.
