Total strength of the Territorial Defence was 24 410 people.

The Headquarter of the Territorial Defence of the SAO Krajina was formed in 1. October 1991. by General Veljko Kadijevic decision, the Federal Secretary for National Defence. For commander of Headquarter is set retaired general Ilija Djujic, and for Chief of Staff Colonel Dusan Kasum.

Goal is to put the mod out of Alpha/Beta status and have all the basis done. Then, DH!

Objectives:

  • Finish to name all the map provinces.
    Properly distribute IC and resources.
    How to simulate NATO?
    Have basic events for independence, revolts and wars.
    Have proper OOB for everyone.
    Have proper minister and leader pool for everyone.
    Have final version of tech tree and unit model system.
    Have complete GFX.
    Have complete Tech Teams.
    Have completed airports and military ports.

Now, I saw that you Jrhindo have moved the startdate one month earlier? Didn't we agree on 1 june 1991?
Also there is a lot of bugs in your version, for example Croatia doesn't get in war with Serbia(not SFRY but Serba the federal republic) which it should.
This how I suggest we do: We use the old 0.04 version and put step by step new stuff so everything works and that event can have its description left.
Also we don't need to remove all GFX to new one, I didn't like your division pictures(they are the same when you click on them and when not, I mean are always shaded but in vanilla hoi they get highlighted.) That way you can see which one you produce and which one you can't.

EDIT: Hogar, yes please finish the yug OOB when you can! :)
But should we have RSK as a starting country or via events created? And should have one whole RSK, or two or three? Seperated via events or right from the start 3 seperate RSKs?

Can it be that the Yug troops flee to their capitol because there is little with supplies?

Navy OOB. Since I am no expert on anything, expecially anything tht floats can you point me in the right direction? We have 5 types of boats: Submarines, Missile gunboats, Fast misile gunboats, Torpedo boats and Patrol boats. What is each of these in game terms?

Airforce OOB. We have squadrans of transport and attack helicopters but no matching division type.
IJ21/MIG21/MIG29 - fighters?
G2/G4/J21/J22 - CAS?

JRHINDO, can you define units in this area so OOB can finilised. This impacts on tech tree so let's get the agreement on what is what in game terms.
Can we make airforce not upgradeable? MIGs were not produced in Yug and others were already obsolete when war started. Only purchases from abroad were possible. I know Croatia managed to buy few attack helicopters... No production!

About the navy, should we allow submarines to be in Donau(spelling?), Sava and other "sea-rivers"?
We haven't decided the boat types yet but we can do it now. :)

MUP units from RSK formally stopped taking orders from Zagreb in April of 1991. In fact RSK exists from that point on although first clashes started nearly a year earlier.
I am really waiting for you to make a call on the start date. There is no point in writing events and setting up OOB until this is set in concrete.

Biggest issues to resolve are JNA garrisons:
- JNA troops run back to Belgrade
- JNA units in areas outside of RSK/RS should get removed via events otherwise they will occupy province which is unrealistic and will leave them out of supply
- JNA losing garrisons should lead to arming of Croats and Bosnians
- How to achieve JNA units becoming RS/RSK units?

These are key things if we are to achieve balance and historical feel of the game...
I would lock all JNA units and remove them when war starts. I would use events to slowly transfer them to one of the sides in conflict. Serbia’s reaction not considered yet.
Historically JNA garrisons were blockaded (there should be an event by Croatians/Bosnians to block garrisons). Once that happens we get following outcome... Here is an example of DH code to handle JNA garrison (32nd Corps in Varazdin (which surrendered historically)):

Garrission gets a choice to surrender, fight or negotiate passage.
Surrender leads to Croatia wining some divisions otherwise Corps gets split between Serbia, RSK and possibly RSK. Fight option should lead to utter destruciton and loss of life... I couldn't be bothered to look for commands that remove IC's, manpower, supplies, etc...

Hogar, I wrote that. The main headquarter is established in 1. october 1991. It can be taken as date of creation of territorial defense. But you must know that the forming of all the units can not be completed in one day, it takes some time.
Hax, yes i posted up only TO units only for western part of SAO krajina because i dont have accurate data for the rest.
And i forgot police data ''Marticevci'' (1200 active, 1200 in reserve, 500 for special purposes of which 100 elite).

By the way I think the RSK should be created in two parts:
1. part - North Dalmatia, Lika, Kordun, Banija and western Slavonia
2. part - Eastern Slavonia (supplies from Belgrade)

Reason I ma saying this is because we already have brigades-size engagments from July. The date you are listing is October. These units must have operated earlier along with JNA units in the area.

By the way I think the RSK should be created in two parts:

I suggested to have an inpasssable connection between Okucani, Dvor and Borovo to Knin. Supplies can go but troops can't.

Before octobar 1991. on western region of Krajina there is only 9 corpus JNA, MUP krajine and some village guards.
I suggested to have an inpasssable connection between Okucani, Dvor and Borovo to Knin. Supplies can go but troops can't.

Then start date must be when this teritories are conected. :)

Read my previous post. Territiries do not have to be connected because units will get supplies through the impassable link.
RSK needs to hold Dvor, Okucani and Borovo. We may need to put some locked units there to make it hard for human to exploit it easily.

Territiries do not have to be connected because units will get supplies through the impassable link.
RSK needs to hold Dvor, Okucani and Borovo. We may need to put some locked units there to make it hard for human to exploit it easily.

1/5 or 1/6 makes no much difference. It makes difference if you go back to 1/1.
- 1/5 RSK exists at the start of the campaign. We need to change scenario file but don't need to worry about an event to create RSK.
- 1/1 RSK doesn't exist and we need to work on events that will create her. This event can be complex so I personally vote 1/5.

I don't think we can lock TO units as that is all we have at the start of the war.

Does anyone else have ideas how to simulate this start of the war??
- JNA units locked or unlocked?
- JNA units transferring to RSK, RS and Serbia?
- JNA not going on rampage?
- How to make sure airforce doesn't reinforce?
- NATO involvement?

Hi guys! :) I have a question, sorry if it is already solved or if it is a n00by one.
If you play with, let's say, Croatia and RSK is already there, or is created with an event, and you manage to conquer the occupied territory, and you annex RSK, partisan activity in that territory will be abnormal. Partisans will make a raising every day or two. Maybe we should make an event so when player conquers territory of RSK, RS, HB or WB and holds it for 24 hours, you can choose to either make a puppet or to annex that country, but make all provinces cores or limit partisan activity to minimal.

Well if there is no difference why not 1/6?

JNA troops can be locked in the first month but then when the war starts they take command of the territories where they were locked in but I don't know how to supplie those who are encircled.
And then when JNA back-out from Croatia and Bosnia they can turn into RSK/RS units. And also that event that you proposed with JNA units fight, surrender or flee.

There are no event for that yet but your idea sounds good! :) When an army took a province it got directly ethnic clean so the partisan levels shouldn't be high. Hogar what is your idea about this?

In reality partisan activity was next to nothing during these wars (MAYBE Kosovo is an exception). Especially this is true when we consider brigade sized units.
I am not in favour of partisans/uprising/resistance unless someone can convince me otherwise. :)

I was thinking about events to increase manpower when some of the major places fall to enemy to simulate population leaving occupied towns. That would be as far as I am prepared to go.

At this point I am finishing OOB. Hopefully it is ready soon.
