Let's put it this way...
You have 100 infantry divisions and you discover a new technology to enhance their soft attack value, such as new small arms weapons. You will still produce old weapons for a very long time to replace those lost in the field until you have upgraded all those 100 divisions.
If you assemble any new divisions these will simply be equipped with the latest technology (even if it's not entirely correct). This seems like a good abstraction of how things worked.

Looks very good. Will be interesting to build different classes of ships and upgrade them. I can't make up my mind if I would like to see that for land and air too.
How will upgrading work for ships? For example upgrading AA?

So can you refit? Put your ship in a port for a certain period of time while components are upgraded?
They said that Carriers are pretty useless in sea battles and that their CAG operates like regular air units. We know nothing about how the CAG relates to the carrier other than this. We do not know if the CAG are built as a component (hangar) or if it is built as a separate air unit.

"We have also scraped the naval attachment system all together and instead we have defined each individual technology to be upgradeable or not (surprisingly this is also fully modable). For ships it means you can partially upgrade old ships. If you build a ship its main gun armament is fixed for all time, however its anti-aircraft batteries are very much upgradeable. We feel this system sets up the right blend of newer ships being better than older ships without the old ships simply being useless."

I said Note the division is still the smallest tactical unit and the land unit and its brigades are indivisible, but for technology purposes the brigades are distinct.
A division fights as one indivisible entity. They move as one indivisible entity.
What has that to do with how you reorganise them?
