I can answer to that! Quebec nationalism was pretty much against the Church since 1950. Duplessis, dead in 1960, was a conservative who was very religious, giving the Church of this time much power. With the awakening of Quebec Nationalism and the Quiet Revolution (Révolution Tranquille) of 1960, Duplessis (in power from 36 to 39 and 44 ti his death in 59), the conservatives and the Church all disapeared of the picture, never to return. The FlQ was effectively a socialist movement, more like Cuba than the USSR. They were'nt attacking english because they were english but because they controlled all the aspects of the economy, using the Québécois as cheap labor and trying to assimilate them. The mail box were targeted because they were a visible sign of Canada and easy to put a bomb in. Don't forget also that (and it's confirmed by the Canada's government) 2/3 of the cells of the FLQ were false one, organised by the federal police (Royal Canadian Mounted Police)

the FLQ (Front de Libération du Québéc) was a communist group that demanded the creation of pretty much a Soviet Republic of Quebec. It was a nationalist terrorist group and anti-english (they bombed mailboxes in the English towns in the West Island of Montreal, for example).
In this timeline, they could be much more popular because of a Commie USA influencing over.
And no, the Liberal Party was in power at the begining of the war, it would be Maurice Duplessis' reign that would make Quebec pretty much look like a Catholic Theocracy, by the 1942-44, not sure.
