I'd think this would make establishing coastal colonies via sea more attractive than the cumbersome process of constructing extensive road networks to service colonies with no port access?
This does seem historical to me. AFAIK most towns were placed very near water because the water way was the best way to transport goods. hehe.... already looking forward to being the evil guy with the many warships :D
