Yeah that can happen with MM. Jamaica has an agrresiveness of 14 in my Brandeburg game... Castille wants to have it but they don't succeed.

I've seen it without MM. Though I was loading a vanilla game as one of my vassals and looking at the provinces it was trying to colonize (14.0 and 12.0).

You sure? That's a lot of work for just one man. And imagine if the male natives get jealous!

(this ain't too far from reality though - that's how a country like Cape Verde ends up with ~70% mixed race population)
