Not so strange, but I thought that only lucky nations can get a ruler with a stat higher than 8?

IIRC every province that is not colonised have such a symbol (and the date of getting core is the same as the date of end of the game).

The game ends in 1821, not in 1815, and there are no REB cores in colonies.
