I think that picture is from death & taxes. Hindustan seems to form a lot more often in that mod and become an all consuming monster (then collapses because the ai is poor at stopping revolts)

Malaya can rebel by itself in any of the Malayan cultured provinces, doesn't need to be formed.

As delra said, they have cores all over Indonesia, and while I missed the tagswitch, Brunei was very powerful just before that. Besides, Death and Taxes makes it easier to form any given country, so I wouldn't be surprised if they formed it.

D&T uses the DAO map, which (I always say, no one believes me) also makes provinces look more... modern day. So you could create a country which has the 2011 borders. (Kosovo, Abkhazia, Ossetia and the rest of the whole world not included)
