Maybe I'm overestimating the peculiarity of this sequence of events, but God seems to be really spreading out his blessings in this latest Muscowy game I'm playing. And it's not just random minors - it's the notable nations that are getting all these ridiculous rulers.

Leaders can roll 1's, but if they are less than 3, it rounds up to 3. I gues the +3 is added before it is rounded up.

Speaking of Austria being about...

NA and SA have lots of Austria in them in my passive Japan game, it's been weird over all. Mexico is in the right place, Spain, GB, Russia all formed. Lots of native american nations still around. Vijayanagar were in North America earlier in the game but they got beaten out by the Europeans

In this screenshot we have the Papal States in SA, and they have been all over the place all of the game, and we have Austrian France...in South America. Does that mean France moved their cap there?
