    The last 2 reforms

    In my current Burgundy game, I've been emperor for a long time (it's around 1660 now). I have passed all but the last 2 reforms. I have gathered 100 IA.
    There are 60 HRE members atm, of which I have vassalised 35 if I counted correctly, and 45 are allies. I assumed that would allow me to pass all reforms without trouble, but it seems it doesn't. I revoke the privilegia, but all that happens is I lose 50 of my 100 IA.

    What kind of relations are recommended to have with the vassalised/allied members? just positive doesn't cut it I think, should I bribe everything to 100? 200?

    How the AI votes is listed in the info window in the lower left after the reform is put up for vote. If the reform doesn't pass you don't get a message but you can tell why in that window by counting the votes (tedious yes).

    Before asking to revoke the privileges you should make sure that you have excellent relations with every member in the empire, especially the larger ones.

    Should you get a majority, a part of the nations who are against this reform will not become your vassals and declare war against you. Normally they'll also leave the empire under such circumstances.

    You may have 35 vassals outta 60, but the vote mechanism is always a chance, so even having 200 relations with 35 members you can always lose 6..
    Another thing is, have you diplo-annexed any of your vassals lately? because that would have dropped relations a lot with the 35 vassals
    Another thing is how many vassals have you acquired in the past 5 years, because sometimes they don't get to 200 relations when you vassalize them
    Another thing is, how many of the HRE nations are NOT your religion? That messes up everything
    Last thing is infamy, how much infamy do you have? being in the red numbers carries a HUGE penalty in the voting mechanism
