1+1=3 The First Three Year Plan
The first Year
The first Year of the Three-Year-Plan involved constructing anti-aircraft defences all over the tiny duchy, elaborate Anti-Aircraft defences ringed the city and not even a fly could manage to get through all the flak should the anti-aircraft gunners get bored and decide to shoot the flies.
Technologicaly, Luxembourg adavanced with Basic Machine Tools and Early Infantry division being researched. Luxembour also sent a small contigent of communist volunteers to fight against the reactionaries of the evil franco and joined Republican cause in the spanish Civil War.
The second year.
The second phase of the Three Year plan started on January 19 1937 after the completion of Anti-Aircraft defence. A factory was started up, expected to be completed by Next Year.
Technologically Luxwembour researched Early anti-tank guns, Improved Machine tools and the Firepower Doctrine and some other firepower doctrine tech which goes on the right.
The Third Year
The thrid year of the 3 year plan was reserved for the construction and training of armed forces. 4 divisions were to be raised,trained and equipped by the end of the year. Or else.
Technologicaly Socialist Progressivism triumphed and more technology were researched such as Advanced Construction Engineering and Trench Warfare Doctrine.
By the first phase of the 2nd three year plan Luxembour had 5 infantry divisions and was on it's way to turning luxembourg into a giant fortress capable of withstanding the most terrific of all assaults.
 
Even so, you have to hope the Germans co-operate a little. More fortifications!

By then Luxembourg had five infantry divisions opposed by twenty-one German divisions in the area. The German Army then repetitively attacked untill the Luxwmbourg Army was completely annihilated. By April 11 1940 the German Army would capture Luxembourg City and the Government moved to Tarnpool in Poland untill The Soviet Red Army liberated Luxembourg in July 2 1942. Lot's of reasons for Luxembourg's fall, among these was the fact that the Luxembourg Government did not expect war untill June 1941 and based their plans around it. When Luxembour was attacked only 4 out of 10 of the expected "Super Forts" was completed as the factories had shifted to producing anti-tank guns. Another was the Idiot French General Gamelin's failure to send help to Luxembourg. Still another was the fact that the Soviet Union was to far away to send help or volunteers or the neccesary war material needed in Luxembourg. The Luxembourg army fought against superior numbers,equipment and training. It was a wonder they kept fighting for as long as they did. If Luxembourg had more troops or France sent troops Luxembourg may have survived long enough for Comintern troops to relieve them.
