Finland

Here's some info on finnish ministers with suggestions for traits with explenations:

Ruling Cabinet:

Head of State:
Pehr Svinhufvud (Benevolent Gentleman. Svinhufvud was a judge under the Russian czarist regime in Finland. He played a major part in the movement for Finnish independence and was banished (1914–17) to Siberia. On his return he headed the finnish imperial senate and proclaimed (Dec. 17th, 1917) the independence of Finland. Was very Germany-oriented, but was seen as the only possible Head of State emediatly after the independence.)

Head of Government:
Pehr Svinhufvud (Naive Optimist. As mentioned Svinhufvud was very Germany-oriented and a stern royalist. However, he had a difficult time to see that the people was republican in nature. He kept thing going good enough, but could not get the public to join up behind his canidate for the throne of Finland, a german prince. After some months the constitution determined Finland's status as a republic.)

Foreign Minister:
Otto Stenroth (Ideological Crusader. Finland's first foreign minister was an old president of a bank. He was well known for his organisational skills, but also a hardline believer the law as the only true measure of politics.)

Minister of Armament:
Juhani Arajärvi (Resource Industrialist. Arajärvi had been appointed into Svihufvud's senate as an advisor in finansial matters, due to him being the president of a bank and also sat on the board of severeal of Finland's biggest companies.)

Minister of Security:
Johan Castrén (Silent Lawyer. Castrén was appointed minister of the interior, but did not make too much noice about himself. A known independence-man and a veteran politician, but not much more.)

Head of Military Intelligence:
Onni Talas (Political Specialist. Talas was a veteran diplomate that had been stationed as ambassador in Madrid, Copenhagen, Rome, Budapest and Vienna)

Chief of Staff:
Carl Mannerheim (School of Defence. A veteran general from the Imperial Army. Led the white army in the war of independence.)

Chief of Army:
Carl Mannerheim (Decisive Battle Doctrine. During the war of independence Mannerheim was aware that a division of German veteran troops were about to be sent to his aid, but he insisted on the fact that Finland should be liberated by Finns, and thus tried to break the enemy troops in their stronghold Tampere before they arrived.)

Chief of Navy:
Vilho Nenonen. (Base Control Doctrine. Nenonen was an old imperial artilleryofficer that were put in command of the new cobined navy/coastal artillery.)

Chief of Air Force:
Carl Seber (Air Superiority Doctrine. Seber was a german captain that along with a score of german pilots were sent to Finland to improve the newly founded airforce.

there were 3 main periods of the UKraine, firstly there was the central Rada (1917-1918), then the german sponsored Hetmanate (just 1918) and then the Directory (1918-1921), i have ministers for each significant government, all you have to do is either have a sudden change of government event or some special specific ones...

technically Australia had no external minister until 1945, which was Doctor Everette. Basically the Prime Minister would represent Australia abroad. (that was part of my international studies course).
