Creation of "Gaelic" culture and "Scottish" culture.

• "Celtic" culture should now be restricted to Wales (243) and the Provinces of Brittany (BRI); Armor (414), Bretagne (415) and Morbihan (416).
• The provinces of Ireland (EIR); Connaught (231), Ulster (232), Meath (233), Leinster (234) and Munster (235) get "Gaelic" culture, as do two provinces in SCO; The Highlands (236) and the Grampians (237).
• Two provinces in SCO get "Scottish" culture; Lothian (238) and Strathclyde (239).

Altered gamestart DP settings for SCO; offensive 0, land 6 quality 7, serfdom 6.

Problem: England almost always converts state religion back to Catholicism after the Act of Supremacy and before 1550.

Fix: Change the dates for the events that make the English provinces choose to stay Catholic or convert from 1547-1553 (startdate and deathdate) to 1533-1540 (startdate and deathdate). Events are in file RNGC_Protestant_Britain in AGCEEP\Reformation. Event numbers are:

The difference between these two events is that Masovia gets ruthenian culture in addition to polish. Pommerania has german and polish, so ruthenian would be too much for them.
