Remove the "command = { type = secedeprovince which = POR value = 659 }" line from the "a" and "c" choices in "The Closure of China" even 3704. Macao was not nearly significant enough to warrant ownership of all of Guangdong province.

ORL's tag reassignment

As discussed in the old tag thread and summarized in post #198, 'Banjar' - as listed as inhabiting tag ORL in AGCEEP's "text.csv" file, should be assigned a user-defined tag, thus freeing the ORL tag. Khephren, IIRC, was working on some of the discrepancies found with this tag and the AQU tag, and the tag lists, so he my have already implemented the proper changes, though I'm not sure. PM me for any news or clarifications on ORL and AQU tags.

In most cases I think it's better to bring up the case for submission in the thread were the proposal was made, especially if the idea was brought up only a few days ago. Otherwise we might end up with a lot more submissions here and extra work to sort out the ones that are really finished and ready to be included from the ones that just wasn't commented on in the first few days. Just my personal view though.

Italian Leaders

Link here , starting from post 153. Basically I've reworked the leaders for all iItalian states. There are about 120 leaders, the big Italian states (Milan, Tuscany, Venice, Papacy, Naples) will usually have at least one leader. There are events to remove Montecuccoli, and Farnese from Austria and Spain if they do abysmally badly and give them to Modena and Parma respectively. Naples now decides between Angevin and Aragonese heirs in 1420 and gets abysmal relations with one of it's neighbours.

I've tested it multiple times with no adverse effects yet.

I'm interested in a vote for this since the issues are, in my opinion, what constitutes a colony (first event), and how much help should we give in colonising (second event). My view is that the added population in the first event makes a colony of Nouakchott. The second event would perhaps open the door to several country specific events for colonies that will make colonisation much more rapid and static. Or is it just a single event to help Portugal in an acceptable way? This vote doesn't settle any general rule, I just want to highlight it (I wanted that first vote anyhow) since it will have wide implications if done for other colonisers.
 
I would like the HC to vote on the following change:

The issue to be voted upon is simply whether potential difficulties with Russia encountering Mongolia should be addressed by the changes last posted by doktarr post #131 link discussion of them started at post 35.

Certainly the discussions have been drawn out too long, all arguments about the main proposal has been pretty much exhausted and nobody has really made an argument about the main issues for several weeks now, and we have moved very much away from discussing the merits of the main proposal and further and further into off topic, or even spam, territory. Other HC votes have been raised at a much earlier stage. We should get things moving again.

EDIT: actually I didnt notice that the earlier version of the event (post 81) is already implemented. This properly should not have been done bcoz that version was still under discussions and there was no HC vote. In any case I am asking the HC to vote on the newest version post #131.
