Ok. I did notice that. The only way to change into a democracy, at least in 1.02, was to enact all of those reforms in a short period of time. For example: one time I granted u. suff., freedom of press, allowed all parties, and trade unions. I suddenly got an event pop up that said my constitution had changed and that now i was a democracy. How will this affect my experience of the 1848 revolutions in 1.03?
