The attachment contains html files with geographic and resource information from the Victoria database. Unzip the files to any folder.

The geographic data has one file per Continent, and is further organized by Region and Area. These are the three organizational principles used in Victoria. Note that Area is the basis for State within in-game displays. The detail data is for a province and is as follows:
ID - the province ID in the database.
Name - the province name.
Topology - the topology of the province. This effects attrition and combat.
Vegetation - the vegetation of the province. This effects attrition.
Resource Type - the resource produced in the province.
Resource Value - the amount of resource produced in the province. This value is divided by 20 within the game.
Life - the life supportability of the province. This effects population growth, attrition, and the liklihood of immigration into the province.
Port - the province ID where ships move in or out of the port from. Zero = no port.

There are two resource oriented files. Both are organized by Continent then Resource Type. The first file shows the resource amount for each province, and the totals for a Resource Type. The second file shows just the totals. Note, precious_metals are not in the database, but are "discovered" in historical areas by semi-random events now and again.
