But that's largely because I have so many mediocre provinces tanking my research rate:

My Achilles' heel in any future conflict with Europe (besides my miserable tech rate) is my naval limit, which is 27. I will need a huge fleet to take on Britain, which I eventually will need to do unless I want them to take over North America unopposed. Since provinces outside one's own continent are near-useless for naval forcelimits, I need to take over more of Africa to ensure I have a chance in any future war. That means war with Morocco, and soon, before I'm too busy colonizing to be able to afford the military buildup.
