From the GH to the Mongol Khanate, the Eurasian steppe is filled with lands inhabited by nomadic peoples, for whom the horde system seems to make plenty of sense.

There are also, however, numerous nations which are tribal in HTTT, but which rule over predominately settled populaces. They dealt with succession crises, but also fought wars, made peace (occasionally), and lost territory without a lengthy colonization process. The Timurids and Mamlukes were the main ones, but also the Black and White Sheep, the Jalayirids, and some of the Anatolian beyliks fit into this category.

How are they being handled? Will Egypt and Persia have to be civilized like Mongolia and Tartary?
 
Timurids have been confirmed as a horde, though likely to collapse to more civilized rebels such as Persia before anyone can seriously colonize them. Mamluks have yet to be confirmed one way or the other.
 
Can you PU a horde? Can you inherit it?

If not Mamelukes shouldn't be a horde.

I hope the Mamlukes and the other 'tribal' north African states are not hordes. They behaved in a completely different way to the central Asian Khanates, and were essentially civilized, settled kingdoms with a highly decentralised feudal government system. Sure, their leaders were allied to specific tribes and often cared more about their personal interests than the realm's, but they didn't support their economy through pillaging and they certainly wouldn't allow foreign powers to colonise their land.

Can you PU a horde? Can you inherit it?

If not Mamelukes shouldn't be a horde.

The Ottomans conquered the Mamlukes (very quickly), they didn't inherit them.
