			<description><![CDATA[I'am play IC on DH.

Just interesting is this bug or not.
When GB or USSR get Lend-Lease event, no matter how many MP they have, they always gets some quantity of new division. If they have 0 MP, new division is still breed.
For example if i playing for Italy and destroy in Africa half army of GB and MP of GB 0, new division is appears in anyway and in some moment GB restore all they army but even can't supplement they.
Same situation when playing for Germany against USSR.
Is this normal?]]></description>
